JOB SUMMARY

Performs a variety of supervisory, administrative, technical and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City streets, and storm drainage facilities and systems. Exercises supervision over assigned maintenance workers and equipment operators. 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  1. Plans, schedules and oversees the construction, maintenance, and operation of street and drainage systems for the City; ensures all work meets established standards and specifications.
  2. Trains and supervises employees performing maintenance, construction and repair of streets and storm drainage facilities.
  3. Inspect and supervise the repair of streets, drainage systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
  4. Supervises the use and maintenance of all materials, supplies and equipment utilized in the construction, maintenance, and repair of streets, storm drainage systems, and other departmental facilities; ensures all equipment is properly maintained and in good working order.
  5. Operates power construction and maintenance equipment to assist with street and drainage projects as needed.
  6. Prepares requisitions for departmental supplies and maintains records related to personnel, equipment, materials and reports.
  7. Ensures the availability of necessary materials, supplies and equipment by maintaining an inventory of tools and equipment and obtaining items from the service center.
  8. Ensure the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use.
  9. Supervises the location of gas, telecommunication, electrical transmission, and water supply lines from the appropriate sources prior to excavation and informs crew of locations.
  10. Analyzes and projects the needs of the city for equipment, bridges, roads, sidewalks and materials for completion of the same.
  11. Provides operational guidance for construction of bridges, buildings, sidewalks, drainage systems, culverts and roadways.
  12. Provides recommendations for heavy equipment purchases and prepares the requisitions of all supplies and materials necessary for effective departmental operations.
  13. Advises the Assistant Director of Public Works on matters related to departmental activities; provides information to individuals regarding streets and drainage problems and services.
  14. Oversee the safety of assigned maintenance workers and equipment operators by instructing proper safety procedures and monitoring work.
  15. Assists in motivating and evaluating personnel by acting as a liaison between crew members and other City Directors.
  16. Participate in the hiring selection of street maintenance staff and provide or coordinate staff training and evaluations.
  17. Supports the relationship between the City of Commerce and the public by demonstrating courteous and cooperative behavior when interacting with other city staff, citizens of Commerce, and visitors.  Maintains confidentiality of work-related issues and City information, consistent with City employee ethics training.
  18. Responsible for the promotion of public relations, media relations, and responds to and resolves sensitive public inquiries or complaints as they are directed to the Public Works Department/facility.
  19. Oversees the regular, scheduled maintenance of equipment inventory and fleet management maintenance, care, and usage within the Public Works Department. Promotes compliance with associated policies in the maintenance and care of city-owned property, equipment and vehicles.
  20. Performs other duties as assigned. 

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Graduation from high school or GED equivalent, and
  • Five (5) years of experience relating to the construction, repair and maintenance of streets, or storm drainage systems including the operation of related maintenance equipment, or
  • Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in public storm drainage systems, and street systems. Thorough knowledge of road construction and maintenance.
  • Skill in operation of the listed tools and equipment.
  • Ability to operate and maintain various equipment used in street maintenance and repair such as dump trucks, rollers, etc.
  • Ability to organize and supervise the activities of various crews performing construction and maintenance work.
  • Using a computer and some specialized software applications.
  • Ability to communicate effectively, verbally and in writing; the ability to understand and carry out written and oral instructions.
  • Familiarity with City policies and procedures.
  • Ability to guide, direct and motivate employees.
  • Establish and maintain effective working relationships with employees, other departments and the public. 

SPECIAL REQUIREMENTS

Must be 18 years of age or older to apply. 

Must have a valid driver’s license and Class B CDL by day of hire.

Felony convictions and disqualifying criminal histories within the past seven years are not allowed; U.S. citizen; must be able to read and write the English language; must be of good moral character and of temperate and industrious habits.

TOOLS AND EQUIPMENT USED

Knowledge of operation and use of motorized vehicles and equipment, including dump truck, pickup truck, utility truck, street sweeper, street roller, backhoe, manlift, tamper, plate compactor, saws, pumps, propane kettle, compressors, sanders, generators, trencher, common hand and power tools, shovels, and wrenches. Skill in use of detection devices, mobile radio, phone, personal computer, including word processing and other software, copy and fax machine.

Work includes sitting, talking, hearing, using hands to touch, handle or feel objects, tools or controls and reaching with hands and arms. The employee is occasionally required to walk, sit, climb, balance, kneel, crouch, crawl and smell.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

The employee must occasionally push, pull, lift and/or carry up to 50 pounds and occasionally push, pull, lift and/or carry up to 100 pounds.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. 

The noise level in the work environment is usually loud in field settings and moderately quiet in office settings.
